Each claim is a small markdown record with simple frontmatter.

Required fields:

- `id`
- `title`
- `subsystem`
- `promotion`
- `status`
- `confidence`
- `scope`
- `sources`
- `docs_targets`
- `updated`

Recommended body sections:

- `Summary`
- `Evidence`
- `Open Questions`
- `Implementation Impact`

The compiler reads these files and generates claim indexes for:
